FPS meter
I really like the new icon in the bottom right corner that says your fps and ping etc. but im wondering why my fps seems limited to a max of 62. I run everything on max but even when i turn everything to the lowest possible 62fps is the highest i can ever get.

Either because the engine is limited to 62fps, or the in-game monitor is limited to that reading. Try using an external program like FRAPS to determine your true framerate.

The in game engine certainly is not limited to 62 fps, that's just a silly statement. The reason you're not going above 62 fps is not you're video card, it's the refresh rate of your monitor. You probably have "Wait for vertical-sync" checked in your graphics options menu in guild wars. This syncs up things so that your in game frame rate does not go above your monitor's refresh rate so everything looks smooth. Of course, you can always turn it off and your fps numbers should increase, but the game may appear slightly more choppy, or it may not. I would tweak things and see what works best for you.

cause im runing at 10-30 fps and im looking for a new card for a christmas present to myself

Some games do limit the FPS, so I dont see why his speculation was "just silly"

Off topic, and I know you aren't asking me, but the 7900 GT is a cute card. They're in the low $200 price range.

Not my thread ^_^. It's a good card though, currently what I use. The MSI one is nice because it comes with an overclocking feature that's really simple to use.

Silly or not, it is incorrect both in terms of game engine limit and in terms of it being the max of what the in-game monitor lists. I've seen it go to 77 FPS on the in-game monitor and if I set the settings all to low I can have stable at "FPS: 75" on the in-game monitor. Probably others have seen it go higher.

Your monitor will only give as many frames as the refresh rate of your monitor, and usually a bit higher. Such as 60Hz refresh giving you 62FPS. 70Hz may give you 72FPS as a maximum.
The "Anything over 60 is just gravy anyway as the human eye cant process more than 60fps." is totally incorrect. What the human eye can process depends on the kind of editing on the video. For example, a TV/Movie usually gives 28FPS, which would seem to stutter in a video game. This is because TV/Movies use motion blur between images. Pause the movie at any given time and everything is blurred. Take a screenshot of a game and it is crystal clear, so generally more FPS is needed for gaming, but that depends on what is comfortable for your eye.
